It is important to be able to structure the menues and rearrange them in a suitable order. The cathegories we had in classic worked well but now I can't find any possible to rearrange the menu..

I agree. The quick-and-dirty workaround is to work with leading spaces for the app name until a proper sort order is in place. Visually, the name will be trimmed, but it will affect the sort order.
