Exclude uncommitted versions when checking for latest version of a workflow
We would like to have uncommitted versions of a workflow excluded when checking for the latest version of a workflow while in 'edit mode'

This is SO important. An uncommitted version of a workflow should NOT be able to be factored into error checking in a workflow.
